Reports out of Jamaica indicate that police in the
industrial area of Spanish Town as well as other rural and
urban areas have had to patrol in high numbers to prevent
heavily armed thugs and looters from taking over the streets
in the wake of the damage caused by Hurricane Dean.
According to a statement by Prime Minister Portia Simpson,
it was the exchange of gunfire between criminal gangs and
"further reports of sizeable groupings of armed criminals
sighted in sections of the Corporate Area" that led to her
declaring a State of Public Emergency.
