The Bahamas, Cuba,
Suriname
and Venezuela ratify ACS Agreements |

(July 18, 2007) – At the halfway mark of the “Year for
the entry into force of ACS Legal Instruments”, declared by
the Association’s Ministerial Council, the Secretariat has
received further notifications of ratification of another
three of its major legal instruments.
In a communication dated June 29, 2007, the Embassy of the
Republic of Suriname in Trinidad and Tobago informed the ACS
Secretariat that its Government had approved the
ratification of the Agreement between Member States and
Associate Members of the Association of Caribbean States for
Regional Cooperation on Natural Disasters. |

The Instrument of
Ratification is to be forwarded to the Depositary State,
Colombia, through its Permanent Representation to the United
Nations in New York.
Suriname is the eleventh country to ratify the Agreement for
Regional Cooperation in the area of Natural Disasters, which
will come into force upon receiving a total of seventeen
ratifications.
This Agreement provides a legal framework to strengthen
regional co-operation in and promote the effective
management of natural disasters, particularly with respect
to reducing the vulnerability of the populations,
infrastructure and economies of the Greater Caribbean.
Additionally, at the 16th Meeting of the Special Committee
on Transport, held on June 19 and 20 in Guadeloupe, both the
Republic of Cuba and the Bolivarian Republic of Venezuela
informed that their governments had completed the internal
legal processes towards ratification of the Air Transport
Agreement among the Member States and Associate Members of
the Association of Caribbean States. Both countries must now
deposit their respective instruments before the Republic of
Colombia.
The Air Transport Agreement will require only one additional
ratification for its entry into force. This Agreement
manifests ACS Members’ belief in the need to have more
varied options in air travel within the Greater Caribbean
region and seeks to ensure the highest degree of operational
safety and security in regional civil aviation.
The ACS Convention on the Sustainable Tourism Zone of the
Caribbean (STZC) also moves one step closer to
implementation, with the announcement by Mr. Neko Grant,
Minister of Tourism of The Bahamas, of his Government’s
decision to ratify the Convention. Minister Grant made the
declaration at the 17th Meeting of the ACS Special Committee
on Sustainable Tourism, held at the ACS Secretariat on June
28, 2007.
The Bahamas’ deposit of its Instrument of Ratification to
Colombia will bring the number of ratifications of the STZC
Convention to seven. The ACS Convention on the Sustainable
Tourism Zone of the Caribbean is key to the sustainable
development of tourism in the Greater Caribbean region. |
