While at the
Centre, Mr Proctor will help design an audit/assessment tool for
Youth Ministries and Departments to report on programmes
(national funded and from donor partners), challenges, areas of
collaboration, status and peculiarities of Youth policy and
action plans.
He has also
been tasked with designing an assessment tool on youth
governance organizations in the Region to evaluate the status of
youth governance networks, their policies and operating
instruments, and the agencies requiring support and assistance.
Mr. Proctor
is also scheduled to visit the St Francis Community Developers
(SFCD) in Corentyne, Berbice on May 10 and 11 to examine a
number of areas including, the CYP Youth Enterprise Development
Project in action; the Skills Training Initiative; mechanisms in
place for community mobilization; and the Drug abuse and
HIV/AIDS/STI programmes.
He will also
familiarize himself with various faith-based youth initiatives
as Anguilla Youth Division is currently seeking to
develop strategic partnerships with faith based organizations.
A three-day
attachment and orientation at the CARICOM Headquarters to become
more familiar with the Regional Strategy for Youth Development
and the CARICOM Commission on Youth will be undertaken during
May 07-09, 2007 following which, Mr. Proctor will draft a plan
of action for CYP/CARICOM synergy in support of the work of
youth ministries in the Region, based on the mutuality of
priorities and concerns.
Mr. Proctor
said he has already met with the Director of Youth in Guyana's
Ministry of Culture, Youth and Sports, Mr. Carl Brandon who has
arranged for him to visit the Ministry's skills training centre
at Kuru Kuru on the Soesdyke-Linden Highway.
According to
Proctor, "the Department of Education in Anguilla has started a
school-based skills training programme and the Government is
anxious to expand the initiative. So the proposed visit will be
very useful."
"This is a
great opportunity for me to see what is being done in Guyana
because we have a relatively new youth department in Anguilla.
Young people in both countries have the same issues and concerns
such as lack of participation and unemployment, among others,"
he added. |
